With the advent of knowledge economic epic and the trend of global economy, talents strategy hasbecome the primary strategy of international competition,while talents and its cultivation also has becomeglobal focus. Under the existing education system, how to innovative school personnel training model?How to cultivate creative talents continually? All of these questions are theoretical and practical problemsthat our higher education has to answer and solve. On the whole, from perspective of system theory,cultivation of creative talents has considered to be a complex system project. And in the process ofcultivating creative talents, that combination between talents’ cultivation and its growth and combinationamong the talents’cultivation system mechanism and environment must be taken into account. Specifically,this paper uses some empirical or qualitative research methods to study the practice and problems ofinnovative talents training model.Literature analysis was used to analyze empirical material, which about how are the first-classuniversities to cultivate creative talents and summary of secondary sources on creative talents training inhome and abroad. And then, basing on some existing researches and literatures, this paper explores thecharacteristics and construction theory of creative talents training mode on the theoretical plane. Collegesand universities have era responsibility and intrinsic function to cultivate creative talents and creativetalents are also conducive to the development of higher education, this relationship is the logic point forcolleges and universities to cultivate creative talents. Task of cultivate creative talents is more thanstrengthen in a few parts of education, but it’s a holistic project that be conceived in normal schoolteaching activities, such as the idea of the university; the school system; campus culture; curriculumteaching; school management and extra-curricular activities. Creative talents training model, which inorder to cultivate students’ innovative quality and capability, is a reform process to training objectives;professional setting; training programs; training pathways; assessment system innovation and all formativestate, and it works under the guidance of innovative education concepts.With using case study, this paper has found out the practical exploration of cultivating creative talentsin SHIHEZI University from SHIHEZI University’s personnel training history; reform; experience andrelevant information. Furthermore, paper abstracts out and reproduces the creative talents training model.SHIHEZI University, a local comprehensive university locating in China’s northwest border, should choosediversify creative talents training model that based on the service for area economy as its own model.Finally, synthesizing the theoretical discussion and case studies, and combining integrate theory withpractice; the overall design was gave from three aspects: training philosophy and goals, which is based onSHIHEZI University’s physical truth.
