Since the 20th century 80 years, as the basic elements for improving the quality for training in colleges and universities, quality assurance received increasingly emphasis from Theorists and Scholars in areas of education and others. In the development and exploration, it gradually formed a variety of models and systems. So, to establish a sound internal quality assurance system for improving the student training quality of the colleges is particularly urgent and important.In my paper, the real basis is the ongoing national research university top-notch innovative personnel training. I make the analysis of the ongoing top-notch creative talents training quality assurance system of our Research Universities, in the same time to study the classification and the growth law of the top creative talents. Both of the two aim to build an effective internal quality assurance system for undergraduate top creative talents training of our research university.There are many initial results obtained in ongoing top-notch innovative personnel training, such as Experimental class training mode, Undergraduate research projects and mentoring. But the problems, such as Lack of personnel standards, inadequate investment in undergraduate teaching and research and imperfect quality guarantee system, are also exist. There are Obstacles, and there are also Key factors to focus in improving the quality guarantee system. The root causes focus on the biased idea of educating people, lack of system security of the quality and the influence from the traditional training model. All of above will be considered in this paper.We should first Understand classification of the top-notch talent, and got a clear understanding of their growth, then to construct an effective quality assurance system. Top creative talents mainly covers three areas of creative talents, they are the areas of science and technology, political and business elite and social activists. And according to different degrees, they will be divided into top-notch innovative and second gradient of the first echelon of top creative talents. Top-notch creative talents'special growth process and personal innovation process make the challenge to research universities'personnel training and quality assurance system. Existing capital investment in top-notch personnel training, teacher resources, curriculum and professional system design and evaluation have not reached requirements of the development of top-notch talent.My paper focuses on status and role of the above factors in the top creative talents quality security system. Full article related to the input , process and output links of top-notch quality assurance personnel. From the perspective of trying to build a systematic quality assurance system of top-notch creative talents in line with our research universities'current situation and future development .
