In2010, China’s medium and long-term education development and reform plan clearly putforward that China will reform the personnel training mechanism and innovative talent trainingmode to form the situation of talented people coming out. Meanwhile, this plan also emphasisesthat high school period is the critical period to students’ individuality formation which play aspecial and significance role in cultivating top creative talents. In reality, the cultivation of top-notch personal concentrates more on the higher education stage, but it hardly imagine that it’s toolate to carry on special education and training for top-notch personal only at college. High schoolperiod is the critical period of the talented person growth, it plays a foundation role in thecultivating process. In view of this, this paper aims at high school period, it starts from highschool’s cultivation of fairness, explicits the educational fair question of cultivation of top-touchpersonal, studies and summaries the successful experience of overseas high schools’ top creativetalents cultivation pattern, analysises the exisiting problems of high school education modes whichhave launched, thereby, thinks out perfect strategies. Specifically, this paper is divided into fiveparts as follows:The first part mainly elaborates the origin, purposes, significance and research status at homeand abroad, and introduces the idea and method of this study.The second part deeply analysestheories related with the high school top creative people development to explore the high schooleducation target, discriminates the relationship between the top creative talents cultivation andeducation equity and then elaborates gifted education modes.The third part introduces the topcreative talent cultivation models of high schools of the United States, Singapore, South Korea andTaiwan, then gets revelation to us. The fourth part makes empirical studies of the two original topcreative talent cultivation models through questionnaires, and uses data analysis method tp studiesand analyses problems existing in the current high school top creative talents cultivation models.The fifth part clarifies high school top creative talents training target, builds the basic framework oftop creative talents training modes of high schools, and then thinks about the perfect strategies ofcultivation models from the angles of government and school.
