Stability, development andpeace are all inseparable from the Xinjiang region’s human resources development, especiallythe human capital development. In the whole sight of Xinjiang, The develop and promote ofhuman resource level is more key factors of Xinjiang Southern area. In the perspective ofhigher education in Xinjiang Southern area of the human capital development problem,Undoubtedly is a highly practical value and theoretical significance history proposition.This research based on development, pay attention to the human capital level and highereducation development,and also of their interaction problems in Xinjiang Southern area,strive to seek reasonable higher education development countermeasures which can promotethe regional human capital level. Mainly use the combination of qualitative and quantitativeanalysis, from the perspective of regional higher education development theory and regionaleconomic development theory, analysis the human capital level present situation and highereducation development present situation in Xinjiang Southern area. In the empirical analysis,select the kashi area as a case to analysis, using Douglas-production function model tocalculation the Higher education rate of return of kashi area. Further to research the highereducation’s role and status in the process of human capital level in Xinjiang Southern area, Atlast, put forward the higher education development strategy measures which based on topromote the human capital level.Form this study we find that, the higher education development level and human capitaldevelopment level is relatively low in Xinjiang Southern area, and almost fall into a strangecircle, that is "can not cultivate talents, and also cannot absorb talents," Like other area, theimpact of higher education on human capital is mainly in stock and investment in Xinjiang Southern area, stock performance for the weak higher education investment cause low levelhuman capital stock problems (insufficient quantity and structural unemployment); In thehuman capital investment, because of the low returns of education investment, and of theeconomic drive main power is pure labor input in Xinjiang Southern area, the threeinvestment main body (personal, social and national) prefer to direct labor investment in thehigher education of human capital investment; in the process of higher education promotinglocal human capital in Xinjiang Southern area, appeared in weak input, degradation cultureand graduates structural unemployment problems. Based on the above findings, combinedwith the social economy development position and the human capital theory, this studyproposed: the reasonable development of higher education career, scientific planning of thehigher education of human capital investment and increase the national higher educationdynamics of higher education development strategy in Xinjiang Southern area.
