The center of the education development in our country is advancing the qualityeducation in an all-round way.“Quality-oriented education, moral education first ", topromote the development of quality education, we must improve the effectiveness ofschool moral education work first, especially in primary school, we should pay attentionto the “basic education”.this paper defines the difference between the work of moral education in primaryschool and moral education in primary school. The essence of moral education inprimary school is the foundation to implement the “basic education” of the ideologicaland moral education in quality education. The substantial basis is determined by thecontent and goal of moral education in primary school. The essence of moral educationwork in primary school is to act basic education of ideology and morality according tothe children’s moral cognition. The substantial basis is determined by the standard,content,objectives and characteristics of primary school moral education. It alsodiscusses “Three Favorables” as the standard. In order to improve the effectiveness.using various research methods, this thesis is based on the two sets oftextbooks,such as primary school “morality and life” and “morality and society”,compared the old to the new textbooks. We also collect data and related cases.Finally,we find out the problems: Idea bias and behavior Anomie of educational object; Theadult tendency is serious; insufficient investment. Reasons that lead to these problems:The phenomenon to emphasize intellectual education and light moral education isterrible; The work mechanism is not perfect; It is not a success to turn the knowledgeview of moral education to life moral education; The educator ignores the difference ofstudents and image in teaching methods; the bad influence of Internet and TV media.Therefore, the promotion of quality education is difficult.aiming at the existing problems of moral education in primary school, put forwardsome corresponding countermeasures:(1)Change the idea of moral education: turn theexamination-oriented education to quality education; turn adult-tendency education tobasic education;(2)Innovate education pattern: turn the monotonous teaching model tocomposite environmental model; change the mode of education from abstract concept tothe image;(3)Improve the working methods of moral education; the combinationbetween model and self education; the combination between class teaching and socialpractice; the combination between the degree of psychological development of childrenand primary school education level; the combination between truth and falsehood andemotional inspiration;(4)Form “the trinity” of primary school moral education work force. The aim is to improve the effectiveness of moral education in primary school.
