Moral education is an eternal theme in human education. It is the general trend of thedevelopment of modern education to pay close attention to moral education;however, thatdoes not mean that there is no problem in this field. At present, the most outstandingproblem, which perplexes the moral education of primary and middle schools in China, islacking substantial effect. Therefore, how to probe into the workable strategy of raisingthe effectiveness of moral education in both primary and middle schools, following the lawsof moral education, becomes a problem that the educators have to face. This paper isintended to discuss the above theme from the following three aspects.The introduction consists two parts. The first part introduces the background andpurpose of the "Research on Effectiveness of Moral Education in Primary and MiddleSchools", through the description of the current situation of moral education in primary andmiddle Schools in China, in dealing with the striking contrast between the current situationof powerless in theory and ineffectiveness in practice of the moral education in primary andmiddle Schools, and the effects and important position of the moral education. The secondpart specifies the implication and the judging criteria of the effectiveness of moral education,making the inner effects, outer benefits as well as the general efficiency the criteria ofeffectiveness and principal basis on which to analyze and adjust the moral educational work.The first part of the main body expounds systematically from the following fouraspects: the neglect of the students as the principal part resulted from the dislocation ofmoral education orientation and the improper treatment of the relationship betweenmoral-education foundation and gradual process;the neglect of the inner demands anddevelopment of children's moral education resulted from the trend of utilitarianism and"adultness";the neglect of integration, practical and lively feature of moral educationresulted from misplacement of moral education;and the obsolete contents, lack ofarrangement in target and simplification in method of moral education. To this problem, thispaper, not limited to surface exposition, tries to reveal the deep-seated cause, mainlyanalyzing the problem "WHY" in order to provide theoretical basis for the "HOW" in thefollowing part.Aiming at the causes of the moral education lacking substantial effect in primary andmiddle schools in China, the second part mainly expounds the workable strategy of raisingthe effectiveness of moral education in primary and middle schools as follows:Enhancing the elementary feature of moral education, unifying the inheriting feature ofthe basic moral standards and the cultivation of the students' ideology of being the mainbody in moral education;raising the students' moral consciousness, realizing the transitionfrom binding moral education to that of developing;making full play of the studentsinitiative in participation, thus realizing the transition of moral education from beingone-way to two-way interactive;popping out integration, constructing multi-channel,multi-level, omnidirectional net work for moral education of primary and middle schools,realizing the transition in moral education from being closed to open;establishing correctgradation and sequence concepts in moral education;constructing new curriculum system ofmoral education, which reflects the spirits of the times and meeting the needs of thestudents' interest;reforming the approaches and methods of moral education, following thelaw of the students' psychological development.In the exposition on the workable strategy of raising the effectiveness of moraleducation in primary and middle schools, the paper is not limited to "what to do" or "how todo";however, it tries to reveal the reason "why" we should do this way. In the exposition, itadopts the strategy which combines eradication and establishment: on one hand, analyzingthe limitations and the cause of the existence of the traditional moral education;on the otherhand, putting forward the effective and faceable moral educational strategy and givingfurther academic exposition. Moreover, the paper cites typical cases to support thearguments from the angle of practice.
