The community sports is one of the important parts in community construction. Itis also the basis of mass sports development, the basic methods for constructing theharmonious social environment, community cultural and for implementing the nationalfitness program. Sports service is an important part of the community sportsdevelopment, with the unceasing enhancement of the residents sports service, thus thesports service products is an unavoidable part in the process of the mass sportsdevelopment. For now, community sports service obviously can’t keep up communitysports development. Xiangxi is a remote minority area of Hunan Province which is atypical small town in minority areas. Its cities are characterized by small scale, low levelof economic development. In this paper, based on poor minority areas of small citiesand towns, from the demand point of view, combined with the present situation, tostudy the supply of sports service products for innovation, and to establish a supplytheoretical framework of sports public service product which is consistent with the stateof Xiangxi urban community. Moreover, it aims to provide some theoretical referenceand practical guidance to the product supply in public sports service of Xiangxi andeven to the whole western remote areas.By using those methods, including document literature, questionnaire survey andfield trip, this paper gets the results as follows:Firstly, the supply level of the sports public service in Xiangxi urban community isrelatively low. It is mainly supplied by the government, but the content is simple, thepattern is sole and the satisfactory level of residents is general. Therefore, the mainproblems are the singleness of the main supply, the relative lack of total supply, supplyimbalance, simple pattern, low professional level and so on.Secondly, from the demand of residents, most of the residents have the need ofpublic sports service products. Due to various subjective and objective factors, it showslatent need. Among those factors which influence the residents demand preference,"convenience" and "price" are in the first line; contents of demand includes the facilities,the organization and management of community sports, the guidance of fitness, sportsrehabilitation and health care; from the consumer point of view, the overall level ofconsumption is low; the demand of residents is influenced by policy, culture, economicconditions and so on.Thirdly, from the perspective of the balance of supply and demand, it presents anuneven development. Specifically in four aspects, there is need but no supply, there issupply but not sufficient, the supply is not suit for the need and the supply is greaterthan the demands in some parts of area.Lastly, it gives some definite thoughts of supply, they are: what are the needs of residents? What does it supply? Who will supply and How to supply? Therefore, toestablish a supply mode of public sports service which based on the needs of thecommunity.For the existing problems above, this paper puts forward some suggestions. First,to definite the responsibility of government departments in the supply of public serviceof sports products; second, to make a distinction between different types of public sportsservice products and establish different operation systems; integrating and using thesocial sports resources to realize sports facilities service sharing; to establish anexpression mechanism which combines "top-down" and "bottom-up" demand; to adopta multi-methods of fundraising pattern; to broaden the sources of funding; to absorb thesocial sports talents and to promote the development of community sports service.
