Research On The Theory And Practice Of The Scientific Outlook On Talents

The scientific outlook on talents, with “talent resource is the first resource”,“everybody can be a talent” and “people-oriented” as its core concepts, was first initiatedby the former Chinese President Hu Jintao at the National Talent Working Conference inDecember,2003. He stressed that it should be firmly established, thus opening up newprospects in talent work and talent team construction. The scientific outlook on talentstakes root in the practice of the Chinese talent work, carries forward the core thoughts ofthe classic Marxist writers and successive PRC leaders, adheres to the Marxist theoreticalquality of keeping pace with the times, constantly develops and innovates in itstheoretical contents and forms a relatively systematic theory with scientific, epochal,practical and mass characteristics. It is the specific application of the scientific outlookon development in talent work and also the guidelines for the Chinese talent work andtalent team construction at present. Therefore, the core concepts of the scientific outlookon talents should be upheld and its basic requirements should be fully implemented so asto provide powerful intellectual support for carrying out the strategy of reinvigoratingChina through talent development and serving the scientific development of economyand society.The thesis centers on the scientific outlook on talents, and with various researchmethods, i.e. literature analysis, comparative analysis and historical analysis, makes acomprehensive analysis and elaboration of every aspect concerning the scientific outlookon talents, namely its theoretical origins, background, theoretical connotation, basicfeatures, theoretical and practical values and the important enlightenment to the Chinesetalent work. The whole thesis consists of four parts in addition to introduction andconclusion:Part One focuses on the theoretical foundation and background of the scientificoutlook on talents. It first systematically underlines the classic Marxist writers’ andsuccessive PRC leaders’ thoughts on talents, which serve as the theoretical foundation toadvance the scientific outlook on talents. Then it presents the background of the scientificoutlook on talents from the three aspects: the economic and social development, the construction of an innovative country and the construction of a harmonious society.Part Two mainly analyzes the theoretical connotation and basic features of thescientific outlook on talents. It first defines the scientific outlook on talents from fiveaspects, namely the theoretical foundation, value orientation, core value, fundamentaltask and practical guidelines. Then it reveals the basic features of the scientific outlookon talents from an analysis of its theoretical contents.Part Three mainly analyzes the theoretical significance and practical value of thescientific outlook on talents. It first emphatically expounds that the scientific outlook ontalents is the inheritance, development and innovation of the classic Marxist writers’ andsuccessive PRC leaders’ thoughts, and the concentrated manifestation of the theory of thescientific outlook on development, thus giving prominence to the theoretical significanceof the scientific outlook on talents. Then it expounds that the scientific outlook on talentsis the scientific summary of the talent development practice and the scientific guidelinesof the Chinese talent work practice, which demonstrates its practical value.Part Four deals with the important enlightenment of the scientific outlook on talentsto the Chinese talent work in light of its four key concepts. It also puts forward fourstrategies for the current Chinese talent work and talent team construction.
