| In July2010, government issued " the outline of the education reform and development during the future of medium and long-term in our country (2010-2020)", and put forward a goal that our country would make "the last year of pre-school education" universal at2020.In order to reference the other countries’experience, this study selects the United States as the comparison object.Since the1870s the United States set up the first public kindergarten, after one hundred years’development, it finally realized the goal of "popularizing the last year of preschool education". In the process of popularization, the federal and the states government both made lots of efforts in consummating legislation and providing funds. This paper, on the issue of" popularizing the last year of pre-school education in the United States", firstly combs the development vein from the historical perspective, secondly studies the condition guarantees which are the popularization power, and lastly proposes the policy recommendations for China, through the comprising China with the United States.The text is divided into the following five parts:Section one is introduction. It introduces why I choose this problem as my issue and its significance in theoretical and practical briefly.Then it elaborates the research status of this problem at home and abroad, and defines the core concepts.Section two is the history of popularizing the last year of pre-school education in the US. This part described the generation, development and final popularity history of the last year of pre-school education in the US and the research approach is making time as axis, federal and state as clues, politics, economy and culture as the background.Section three studies the universal condition guarantees of the last year of pre-school education. It explores main condition guarantee and their effects through the level of federal and states.Section four is the general evaluation of popularizing the last year of pre-school education in the US. It sums up three characteristics of popularizing the last year of pre-school education-from little point to large area, from inside to outside, from quantity to quality, and it makes a general evaluation, interprets the future trend of it.Section five is the suggests on how to improve the plan of popularizing the last year of pre-school education in our country. Contrast with US, it analyzes China’s current conditions and shortage, and at last it puts award the policy recommendations such as normating legislation, conquering key point step by step, strengthening the investments and paying. |
