The Research Of The Compulsory Education Policy Implementation In P City, Jiangxi Province

Education is a fundamental task for centuries to come. The level of education is an important indicator for measuring the comprehensive strength of a country, while the9-year compulsory education is the "top priority among priorities" in the national strategic goal of educational development, because it is the fundamental way for raising national quality and realizing modernization. Since the founding of new China, China’s new Communist Party government has made a series of planning and decision to popularizing the9year compulsory education and eliminates illiteracy nationwide. At the end of the20th century, Nine-Year Compulsory Education was achieved universal throughout the country, and the country’s soft power has been expanded and risen. However, a number of problems have been realized during the implementation of the compulsory education policy that influences the policy implementation.This paper is based on the evaluation theory of policy impact and the assessment model of classical policy. It used common tools for the impact assessment of the policy implementation and selected the status of implementation of the compulsory education policy in P City, Jiangxi Province over the last decade as an example.Through some questionnaires and interviews, the paper cleared up the demand of compulsory education and resolved some bottlenecks in the implementation process of compulsory education policy in P City, Jiangxi Province.It also conceived some adjustment programs about the outstanding issues in the current implementation of the compulsory education policy and designed a rational planning for the implementation of the compulsory education policy in P City, Jiangxi Province.Finally, we propose a way to promote the effective of the implementation of compulsory education policy in P city, Jiangxi Province:Planning a policy system rationally; Enforce complements persuading education;Innovate publicity to enhance the enthusiasm of target groups; seize the key, establish a typical and point to an area; strengthen supervision, govern strictly. Strive to make China’s compulsory education policy get a successful compliance and enhance China’s compulsory education policy execution to meet the needs of educational development of China’s talent.
