| In order to explore the reasons for the unsatisfactory implementation of my country’s compulsory education burden reduction policy after more than 70 years,and to obtain valuable information,promote the effective implementation of the education burden reduction policy,effectively reduce the schoolwork burden of students,and cause the whole people to maintain and think about the education ecology.Based on the implementation overview of Kunming’s compulsory education burden reduction policy,this paper adopts the idea of combining theory with practice to conduct research.First,collect,sort out,and summarize the existing literature and policies on education burden reduction.Provide inspiration for this article.Secondly,use the interview method to understand the general situation of policy implementation,and compare it with the policy objectives to find out the specific problems of policy implementation deviation.Then,combined with the classic policy implementation model-Smith model,and conduct actual research by questionnaire method.Based on the survey data,the computer SPSS 23.0 was used for statistical analysis.The analysis methods are descriptive analysis and correlation analysis.To explore the factors influencing the implementation of the burden reduction policy in the compulsory education stage and the reasons for the predicament.Combined with the policy implementation model and the analysis results based on the survey data in Kunming,the four variables of idealized policy,policy implementing agency,target group,and implementation environment all affect the implementation of education burden reduction policy.Among them,the policy implementation environment has the greatest impact on policy implementation,followed by policy implementation target groups,policy implementation agencies,and idealized policies.The reasons for the dilemma in the implementation of the education burden reduction policy are the lack of appropriateness of the policy,the deviation of the implementation process of the policy implementing agency,the low participation of the target group,and the many environmental factors that are not conducive to the implementation of the policy.Finally,it puts forward some thoughts and suggestions on the current situation of the implementation of student burden reduction policy in the stage of compulsory education in Kunming.It is suggested to give full play to the formulation,overall planning and coordination functions of the government.Policy implementers should correct their attitude,constantly improve their literacy and implementation level,and improve their recognition of the policy.At the same time,parents’ committees,communities and public welfare organizations should be mobilized to actively participate.In the specific implementation process of policies,we should enhance the transparency of implementation,strengthen supervision and improve the participation of target groups.Change the only score view and talent view of social errors. |
