In China a large number of surplus labour from rural area enter cities, entering thesenond industry and the second industry from the first industry, which is an important featureof Chinese social transition period. Strengthening the training of migrant workers and helpingmigrant workers successfully change work and successfully enter cities is the key to to solvethe "three rural issues". China’s economic and social development is in great demand ofqualified labor force, but the subject of the industrial workers—the migrant workers, theirComprehensive quality is low. The contradiction between the supply and demand gives us agrim task of speeding up the development of migrant workers occupation skill training. Xi’ancity has the most migrant workers in Shaanxi, and its educational resources of high quality inShaanxi ranks first. So I study the occupation skill training of Xi’an migrant workers byliterature review, field survey and questionnaire survey. At the same time I try my best tomake the data detailed, the analysis thorough and the verification rigorous.This research mainly includes four parts: the first part reviews the domestic and foreignresearch status of migrant workers education and training, and overviews the theoretical basis,including human capital theory, hierarchy of needs theory and self-efficacy theory. Thesecond part describes the present situation of Xi’an migrant workers’ occupation skill training,mainly take Xi’an "people skills" training as example. At the same time, I illustrate themigrant workers occupation skill training participation and training expectations according toa survey of more than200migrant workers in Xi’an Yanta District. Thirdly, study of theexisting problems in the skills training and analysis of its influencing factors. Problems:Training security system is not perfect, which can not meet the needs of migrant workers; Thelevel of training content is low, which is unable to meet the needs of market; Incentivemechanism in training is not very good; Their training goals are clear, but there is alsoexistence of utilitarian and blindness; The migrant workers have a strong will of taking part invorcational training, but the actual participation in training is not high. Results of factoranalysis: Rural household registration system has a limited impact,the local protection iswidespread; Security system, management system, training supply quantity and trainingsupply quality affect not only the participation in training, but also the training result; Youngmigrant workers, aged between25to35are more willing to take part in training. The workerswho have higher education level and successful training experience speak highly of training; The migrant workers are more utilitarian in the process of training options. Finaly, thinking ofthe future development of Xi’an migrant workers’ occupation skill training according to theexisting problems. Xi’an migrant workers’ training in future should be based on the inputtraining, at the same time, we should deepen the reform from the aspects of propaganda,training, support and encouragement mechanism.
