In2012, universal access to nine years of compulsory education in China, compulsory education into a new stage of development from quantitative change to qualitative change. The transformation from universal access to the balanced development. Therefore, to enhance the connotation of compulsory education development level of one of the key lies in the development of rural education, no matter from the dimension of the education fairness is, or from the Angle of the realization of the national overall quality development, the development of rural basic education is the education system reform in our country must seriously consider and solve the problem.
