Compared with other developing countries of the world, in a short period of time, the fertility rate of China decreased significantly, and has played an important role in the socialist modernization drive, to promote social progress and economic development to alleviate the world’s population growth over the fast pressure to make a great contribution.Along with the reform and opening up and the family planning policy strictly implemented, China economy, social transformation, people’s life style has also undergone a fundamental change. China and other Asian countries and regions have demonstrated the variation of population and social economic development; especially the fertility level and economic level between the relationships are not simple linear correlation. Because of China’s women’s fertility and reproductive patterns transformation process, characteristics and types, are not only different from today’s developed countries, also differs from other developing path. In the strong constraints on the fertility policy, people’s fertility will have to change, people’s economic status, educational level, traditional birth idea and other factors on fertility will have much impact. The answers to these questions in public management of social population problem, after first considering the fundamental interests of the people under the premise, realize the harmonious coexistence of man and nature and the sustainable development of human society, to scientifically formulate population planning, adjusting the future population policy and social policy has very important, indispensable study on the theory of evidence.According to population theory at home and abroad and family planning policy which has undergone tortuous course after the founding of new China, China’s population policy is a historical necessity. To stabilize the low birth rate and population must rely on the theory as a guide, as the cornerstone of family planning policies and regulations to improve the public services, strengthen publicity and education, uphold the mass line, and form the implementation of mass self-formation of the departmental interaction, concerted efforts, and comprehensive management of a powerful force. The family planning policy has also brought some, such as sex ratio imbalance, aging acceleration and other social problems.This article selects the family planning work that has been in the country in the advanced ranks of the small and medium-sized city of Qingzhou City as a case study,2010October to2011September, Qingzhou City,12towns (blocks) for married women of reproductive age fertility intention investigation and statistical analysis of multiple angle collected about the fertility desire, planning concept and its influence factors of information, preliminary on the fertility desire and the current fertility policy and the relationship between fertility behavior. The survey found Qingzhou City, married women of childbearing age will planning ideal number of children close to replacement level fertility policy, and allowed the birth of the number of children there is a gap, but also far higher than the actual level of fertility. Late marriage and childbearing has generally been accepted by women of childbearing age birth concept, but for childbearing gender preference still exists, it is the main reason of the unbalance of sex ratio. Women of childbearing age, level of education, family economic status and level of fertility is not a simple linear correlation, traditional birth idea remains on the woman of childbearing age will have a greater impact, fertility policy is still affecting the fertility desire and behavior factors.Given the differences in fertility desire and fertility policy, at this stage to relax the policy is bound to cause the pressure of rapid population growth. Under the premise of implementing the "people-oriented " concept of scientific development, to achieve the fertility desire and fertility policy, fertility behavior of the three harmony and unity must be scientifically formulate population planning and improvement of the population policy, the establishment of the whole society and population policy adapted to a full range of interest-oriented system, the better to play a role in promoting the interest-oriented to stabilize the low fertility level, comprehensively addressing population issues.
