With the development of human civilization, knowledge has been increasing demand. In recent years, mass higher education breeds level-three colleges as the newly emerging forces grow up rapidly in society. These colleges help many people meet the demand for higher education. However, they are quite different from the ordinary colleges, so it’s hard for them to develop smoothly limited by many factors. Level-three colleges must have a competent staff team to overcome difficulties and create a brilliant future. Therefore, the staff are playing a very important role in the colleges. Level-three colleges must consider how they manager their staff reasonably to make themselves stranger and more effective for the development of their future.This paper took Xinhua College of Ningxia University in Yinchuan as a research object. Through the study of the management and staff in the college, the conclusion is that there are conflicts of psychological expectation between the college and staff for scant resources and unstable team. Thus it points out the significance of taking psychological contract management policy in level-three colleges. Furthermore, these colleges should establish fair and reasonable staff incentive mechanism to improve the faculty and staff satisfaction and encourage them be active, enthusiastic and responsible in team work. Meanwhile, the policy will help the college own a stable team and become harmonious and competitive in the future.
