The cultural industry was known as the21st century “sunrise industry”, it has theCreativity, innovation, high-tech and sustainable characterized. The party’s seventh sessionof the Sixth Plenary Session made a timely manner to speed up the development of culturalindustries strategic objectives. In recent years, the cultural industries in Xi’an have greatdevelopment, and has becomes the one pillar industry of the city’s economic. And with thecultural industry developed rapidly, the poor of the human resources is become. Thequantity and quality of the human resource in the city’s cultural industries will directlyaffect the sustainable development.The paper is make in-depth literature research and research on the study of the currentsituation of the city’s cultural industries, to studied the cultural industry development status,the surroundings of cultural industries’ human resources development.To research thegovernment agencies, business organizations, education and scientific research such as thethree macro and micro entities, and selected impact factor. Use the gray system theory andideas, through empirical analysis, identify the key factors affecting the development ofhuman resources. The results show that the human resources development of the culturalindustries in Xi’an, the training is the firstly important role. The culture and media spending,the role of science and technology spending, patents and protection of property rights havethe distinct impact on the development of human resources. The education expenses, thenumber of university students per million people has an important role in the cultivation oftalent, and the wage incentive pay need to be further improve. According to humanresources statistics of the city’s cultural industries in recent years, use of gray system theory, built the GM(1,1) model to predict the number of human resource needs of the culturalindustry in Xi’an city, and found that the needs of the number of the human resource in thecity’s cultural industries is very large. We should be make a policy of the cultural industrieshuman resource developed and introduction of talents.In order to promote the development of cultural industries in Xi’an which need totransform government functions, pay attention to human resource development in culturalindustries, develop cultural industries’ talents cultivating and introduction strategies,increase investment in human resources; Cultural enterprises need to increase the salary’smotivation function, develop market-oriented remuneration system; Take practical trainingmeasures, attaches great importance to the training of human resources development;Actively accelerate the regional economic development, enhance cultivating technologytalented people to create effect of talent aggregation.
