In the ear of rapid development and change, education in China has beenthoroughly reformed and improved. Therefore, as the basis of the education, primaryand secondary school education inevitably meets this severe challenge in this reformprocess. Under this situation the principals of primary and secondary schools are notonly those passive managers who implement education policy and educationadministrative commands from their superiors, but also those leaders performresponsibilities of managing, shaping and developing their schools. The leadership ofa president directly connects with the survival and development of one school. Sinceteaching is the centre of whole works of schools, one principal’s instructionalleadership becomes the most important ability of his or her abilities. On one hand it isthe basic to make a distinction between principal occupation and other batch processworks. On the other hand, it is the fundamental indictor to judge the improvement ofone principal’s specialization level. According to the research and analysis on theprincipal’ instructional leadership of the primary and secondary schools in G county,Gan Su province, this paper shows some related literature review and researches onthe instructional leadership, comes up with the present situations and problems existedin those schools. And finally, the paper gives some targeted advices for thoseproblems.Based on the theoretical bases that discussed in the literature review, the currentsituations that surveyed by questionnaires, the cases that viewed by interviews, thispaper is divided into four parts. The first part is introduction, which analyses theorigin, significance, purpose and research methods of this study. And it also identifiessome related conceptions. Combines with the questionnaires and interviews that havedone, the second part shows those situations and existed problems about the principal’instructional leadership in the primary and secondary schools in G county, Gan Suprovince. At the same time, this part analyses those problems and give a discussionabout those situations. The third part analyses the factors that affect the principals’instructional leadership in the primary and secondary schools in G county, Gan Suprovince. According to the survey showed in the second part and the factors analyzedin the third part, the last pate gives some suggestions and countermeasures for the improvement of the president’s instructional leadership from the aspects of the“principal itself” and “external environment”.
