With the deepening of the reform of education in the period of social transformation,the development of education in China has entered onto a new historical stage.According to the eighth item in the fourth chapter in “The outline of the national medium and long term education reform and development plan(2010-2020 years)”,the level of compulsory education for nine years will be consolidated and improved.Compulsory education is implemented by the state according to law which is compulsory,free and directed to all.It is the most important part of education.Principals are responsible for primary and secondary schools in China.Principals are the first leaders in schools.Their value orientation,leadership style,excellent talents and excellent character are all important for the development of schools.The author believes that the word “leadership” can be used to summarize these elements comprehensively.The principal influences the development of the school through its leadership.Based on this,this study selects the subject of principal's leadership and makes a survey as well as an analysis of principal's leadership in Neixiang county of Henan province,which is my hometown,according to Zheng Yanxiang's “Five Forces Model”,which includes structural leadership,interpersonal leadership,political leadership,cultural leadership and educational leadership,using the methods of literature research,questionnaire survey and interview.It is satisfactory to see good performance in the political leadership and interpersonal leadership.At the same time,the obvious problems can also be observed in principal's leadership: leadership structure is relatively weak;the cultural leadership and teaching leadership is quite low;it is rather difficult to exert five leadership together according to the actual needs of the school.It is found that the factors that affect the leadership of primary and secondary school principals are objective and subjective: one is the objective aspect,and the management system of primary and secondary school principals is not perfect enough,which shows that the selection and appointment system and the evaluation system of the principals and the effectiveness of the training are insufficient.The second is the subjective aspect,namely,the principal's own reasons,which shows that the principal's understanding of leadership is biased;the understanding of cultural construction is not enough;the teaching evaluation is overemphasized and the personal accomplishment of the principal need to be improved.Aiming at the problem finding and causes analysis,this paper puts forward three countermeasures to improve the leadership of primary and secondary school principals.First,principal management system needs to be improved.First of all,through the organic integration of the three selection systems of appointment system,electoral system and appointment system,the proper coexistence of appointment system and electoral system is formed,with appointment system as the main body and guidance.Then,the evaluation of the principal should be aimed at promoting the rethinking of the principal and improving his work as well as his professional accomplishment instead of taking the evaluation results as the basis for the principal's rewards and punishments,appointments.The content of the evaluation cannot be used only to the school and its principals,which are easily quantified by the students' achievement and the rate of promotion.To carry on the evaluation,the performance of the principal's work should be included with the professional accomplishment.The main part of the evaluation is the higher level education administrative department.It should also include the other department of the Teaching Committee,and selection the community representatives and the highly respected expert principals and the teachers and parents is also necessary.The evaluation form combines the dynamic evaluation with the static evaluation.Next,we should establish the training guiding ideology based on the professional development of the principals,consolidate and improve the training system of the "three levels" principals,the complementary integration of various training modes and the implementation of the training system for the principals to optimize the training system of the principals.Finally,we should reform the incentive system of the principal.Second,the leadership consciousness of the principal should be strengthened.First of all,the headmaster will face many problems in the process of running a school.Whether they can overcome the difficulties,to a great extent,depends on the courageous and scientific ability of the principals to make decisions in time.Therefore,the principal should cultivate the habit of integrating thinking,establish a scientific decision-making system,perfect the process of principal decision making and improve the organization form of participation in decision making to improve the level of decision-making.Then,execution is the key to turning decision into action.The operation is actually implemented.Therefore,in the process of operation,the headmaster should clarify the standard process,timely guide and feedback,strengthen monitoring and system of reward and punishment,and enhance team execution.Next,the unique school culture connotation and individuality characteristic brand is the direction of modern school development,and also the foundation of school survival.Chinese traditional culture is the “root” and “soul” of our nation.Therefore,through the practice of moral cultivation,etiquette and institutional norms,music to tune psychology,and virtues to do good,a harmonious and graceful modern and characteristic school can be built which is rooted in the tradition,the world,the literary rite.Finally,we should strengthen teaching guidance and give play to educators' guiding role.Principals' educational ideas are the soul of school development.Therefore,principals should take root in practice,research and practice,and form their own unique educational philosophy on the basis of inheriting the cultural tradition of their schools.Besides,principals should conduct teaching guidance,do a good job in teachers' training,and effectively motivate teachers,so as to improve their work enthusiasm.Third,in a complex and changing environment,as a headmaster,we must return to the root and have good character so that we can withstand the test of blood and fire and lead the school to achieve development.The study of the traditional Chinese culture provides reference and inspiration for the improvement of the principal's own growth.
