The evaluation index system of modern school system is an objective criterion to measure the school running behavior through concrete,clear and systematic index based on the effect of modern school system construction.At present,there is no special evaluation of the construction of modern school system in China,and the existing evaluation system of other levels of schools has some problems,such as rules and regulations,rights guarantee mechanism,missing governance structure index,heavy result light procedure,index system and so on.In the process of the legalization of school education in China at present,the construction of modern school system evaluation index system in primary and secondary schools needs to devote more attention to the rule of law.Public primary and secondary schools are both public and autonomous,and the relationship between the government,students and teachers has dual attributes,therefore,the special legal status of public primary and secondary schools can better reflect the characteristics of the construction of modern school system.Taking the public primary and secondary schools as the starting point,taking the construction effect of the modern school system as the evaluation content,taking the school rules and regulations construction,the governance structure and the protection of teachers and students as the grasp,putting the students'development first in the design of the evaluation system,taking the principle of proportion,due process principle and legal reservation as the core,We will improve the school governance structure,implement the rights guarantee mechanism with students'rights as the core,actively explore the rule of law evaluation system in line with the characteristics of the school,and finally build a systematic and legal evaluation system of modern school system in public primary and secondary schools,and evaluate the effect of modern school system construction in public primary and secondary schools.For the country to introduce a guiding modern school system evaluation index system to provide reference for the local introduction of more detailed and specific evaluation index system.In addition to the introduction,this paper is divided into five parts.The first part explains the basic theory of the modern school system evaluation index system in public primary and secondary schools.In this part,we define the basic concepts of public primary and secondary schools,modern school systems,school assessment,and evaluation index systems,and explain the relationship between modern school systems and assessment index systems.The second part examines the status quo of the evaluation index system of primary and secondary schools in China.Starting from the assessment of the rules and regulations,governance structure,and rights guarantee mechanism that are most closely related to the construction of modern school systems,we will examine the texts of assessment indicators and the actual operation of schools,and explore the problems of current primary and secondary schools in China.The third part analyzes the status quo of the evaluation index system of foreign primary and secondary schools.Focusing on the UK and Japan,this paper introduces the development process of foreign evaluation systems,analyzes the evaluation indicators issued at the national level,summarizes the commonalities and trends of foreign evaluation systems,and provides reference for the construction of modern school system evaluation index system for primary and secondary schools.The fourth part analyzes the basis,principle and path of the evaluation index system from the perspective of rule of law.Explore the basis of the evaluation index system for modern school systems in primary and secondary schools,including legal basis and policy basis.Based on the principle of due process,the principle of proportionality,and the principle of legal reservation,the construction of specific evaluation indicators is carried out,and the evaluation system is designed with the rule of law as the core.The fifth part is the systematic construction of the evaluation index of the modern school system in public primary and secondary schools.Design systematic and operational evaluation indicators based on the content and characteristics of the modern school system.From the systematic index selection process,the systematic index content and the systemized indicators promote the improvement of modern school system.Finally,the evaluation system of the modern school system of public primary and secondary schools with the core of the system,normative development,governance system,rights protection,external relations,basic guarantee and veto mechanism as the core is designed.
