Citizen consciousness, which is a modern consciousness, is emerged and formed along with the concept of “citizenship”. Citizen consciousness is the individual consciousness formedunder the modern legal system, and is the self-awareness towards political status and legal status of every citizen.College student is a special group of citizenship. The degrees of citizen consciousness acquire in the democratic life, not only control college students’ practical life style,but also affect the development of citizenship awareness of the whole society. Therefore strengthening the citizen consciousness education of the contemporary college students is the fundamental towards building a socialist harmonious society, and realizing the goal of socialist modernization.Through investigation of the world’s citizen consciousness education, the leading role ofthe United States is undoubtedly.China’s citizen awarenessand citizen awareness education, which is founded during the socialist market economy, is still in its early and experimental stage.
