As the auxiliary selection system of university entrance exam, the autonomous enrollment system plays a more and more important role in helping the talent selection. However, due to its short development history, and the fast growing speed of the number of colleges who are carrying out autonomous enrollment, autonomous enrollment system is not perfect or mature. More and more problems are coming, and one of the most important and most concerned problem is the fairness. Education fairness is a kind of education ideal, and is also an important part of social justice. With the development of economy, people began to enjoy equal rights and opportunities of higher education. By participating in the independent recruitment of students test, students can get a better chance of admission. However, a variety of reasons lead to the huge unfairness between urban students and rural students in the autonomous recruitment. This research is to understand the performance of the unfairness through the questionnaire survey, and then to make further analysis of unfairness.Thus it is tent to provide rationalization proposal for the realization of the autonomous enrolment fairness between urban and rural students.This article consists of the introduction and four chapters. The introduction part includes the raising of problems and significance of this research, literature review and research ideas and methods. The first chapter is about education fairness and theoretical basis of autonomous enrollment fairness. The first chapter is to discuss the definition of autonomous recruitment fairness and establish the theoretical basis of the autonomous enrolment fairness for urban and rural students. The second chapter is the investigation and analysis of autonomous enrolment of urban and rural fairness. This chapter is to find the performance of unfairness with SPSS software to analyze the data based on the questionnaire survey of900students. The third chapter is about the results of the survey. It is going to discuss the discovery from the autonomous enrolment rules, the implementation of autonomous enrolment rules and regulations results. The fourth chapter is the conclusion and suggestions. Government, colleges and universities are autonomous enrollment policy makers, and the policy improvement relates to the two big main bodies. The government should hold the macro guidance of the experimental work of the autonomous enrollment and carry out the research of urban and rural autonomous enrolment fairness. It is also important to control autonomous enrollment scale and set up special funds to support rural students. The Universities which are the autonomous enrolment pilot should definite the objectives and positioning of the autonomous enrolment and cancel the limits of choosing students. They should strengthen the propaganda of the rural high school and set the qualification requirements and the quality characteristics of the test content considering the rural examinees. As the carrier of the talents, high schools have the responsibility to deliver students to universities by correcting their understanding of autonomous enrolment, and encouraging students to apply the exam by themselves. Providing network environment to help students prepare themselves for the examinations smoothly and creating an interview simulation situation to increase students’ confidence in the interview are also very important. The author believe that, if the government, university and high school could strive together, we can step closer towards autonomous enrolment fairness for urban and rural students.
