Laws And Current Situation About Basic Education Teacher Qualification System In China

Teacher qualification system is an occupational licensing system to measure teachers’quality. Building the system is good for developing teachers’ teaching level, developingteachers’ statue and ensuring teachers’ quality. Since “Teacher Certification Regulations“published In1995, the job to certificate teachers’ qualification has been identified.Studying and completing teacher qualification system is becoming an important part inteacher research. Based on scanning some existing research literatures and relevant policydocuments, I choose applicants for teacher qualification to interview. I will put forwardsome suggestions for teacher qualification system by analyzing problems existing in someaspects: teachers’ qualification examinations, teacher certification, teacher certificatemanagement, teacher qualifications regulatory agencies and law-making.The article has four parts. The First part puts forward research question and statesexist opinion. The Second part introduces different teacher qualification in different erasbased on historical Perspective. At the same time lists some laws about teacherqualification system, which guarantee the system can be carried out. The Third part writesabout current situation about teacher qualification examination, teacher certification,certificate management and administrative organization，analysis current situation andproblems exsiting in teacher qualification system, all this work will lay the foundation toreform teacher qualification system. The Fourth part puts forward some suggestion aboutteacher qualification system to insure the system can work as it should be in selecting thetalents.
