The improvement of the teacher qualification system is the guarantee for managing education by law.The teacher qualification system in our country starts late,and is relatively backward compared with the teacher qualification systems in developed country.Japan established education laws and regulations early and had a more mature system of teacher education system and teacher qualification system.By drawing on the experience of Japan,we could improve teacher qualification system and the quality of teachers in China;offer advices for educational development.Through analysis and research on Sino-Japan primary and secondary school teacher qualification system during the Compulsory Education Period,taking the implementing and improvement of the teacher qualification system in Japan as referance,constructing the improvement model of teacher qualification system in China.This paper aims to provide a reference for the further improvement of teacher qualification system.This paper hackles the history,current situation and future reform trend of the Sino-Japan teacher qualification system through literature review;finds the relevance and difference of the teacher qualification system between two countries through comparison,and ultimately makes a more scientific and reasonable analysis of teacher qualification system in our country;analyzes the typical case in the process of teacher qualification implementation in Japan through case analysis;finds problems existing in the teacher qualification system and renew system,and discusses the suggestions on improvement of teacher qualification system in China through interview.In order to enhance the teacher training power and improve their standard,In view of the existing problems in Chinese teacher qualification system,this paper makes a comparative analysis of the characteristics of the teacher qualification system in China and Japan.And referencing by the valuable experience of Japan in the teacher's qulification assurance measures,this paper put forward the following 10 suggestions to improve the system of teacher qualification in China.1.Perfecting teacher qualification related laws and regulations;2.Enriching the types of teacher qualification certificates;3.Improving the teacher qualification examination system;4.Perfecting and fully implementing teacher certification update system;5.Identifying phases of teacher qualification registration cycle;6.Popularizing cadet teacher standardized training system;7.Strengthening support system for new teachers;8.Linking up teacher qualification related systems;9.Carrying out teacher mobility system between public primary and middle schools;10.Popularizing general teaching during low grade in primary school.On the basis of the above suggestions,this paper established the improvement model of the teacher qualification system in China.During the stage "pre-career",it is recommended to strengthen the teaching practice,bring teaching practice into a necessary condition for the qualification of teacher,standardize the training of stage “pre-career”,and make up for the defect that the non-normal students could obtain teacher qualification certificate without participating in the teaching practice.During the stage "novitiate",it is commented that the teacher should go on duty with “cadet teacher qualification certificate”.During this period,teachers work in the school,while participating in a " trainee teachers standardization training ".After 1-year novitiate and training,the one who passes the examination could obtain the formal certificate,and at the same time complete the first time qualification registion.During the stage "between the first-time and second-time registion",it is recommended to strengthen the support and help to the teachers on this stage.At the same time a "teacher learning community” could be formed for new and experienced teachers to learn from each other,and promote common development of all the teachers.During the stage " the second-time registion and later”,it is recommend to complete the second-time teacher qualification registion.When the teachers' teaching ages reach 6 years,according to the requirements of teacher mobility system,teachers should mobile among public schools within districts.So we can achieve a balanced allocation of teachers within a region,and promote teachers' growth through mobility.
