The Problems And Countermeasures Of Primary And Secondary Schools Teacher Qualification System In China

From a global view that promoting the professionalization of teachers is a worldwide trend.It is also an important strategy of developed countries to improve their quality of education. The implementation and perfection of teacher qualification system plays an important role in teacher specialization.Teacher qualification system is a specific professional recognition and licensing system which implemented on teacher profession by the State,and regulates the requirements of the specific conditions and qualifications for teaching staff.The main issue it should solved is that What kind of person you can be a teacher and how to be a teacher.Teacher qualification system is a system of teacher education as part of qualitu assurance.Teacher education quality assurance system consists of teacher qualification system,teacher education institutions recognized system of accreditation system of teacher education curricula and teacher continuing education,etc.By It content,it generally includes teacher qualification certification system,teacher qulification examination system, teacher Certification managenment system,and holding the Teacher Certification issued by the State is its form embody.The implementation of teacher qualification system has a great significance for improving the quality of teachers and promoting the professionalization.We have gradually established regulations system since 1993 after "Regulations of teacher qualifications,"and "qualification of the transitional arrangements" and"teacher qualification regulations"being released.It provides the legal basis and legal protection for the specific implementation of teacher qualification system.However,our current system of teacher qualification is still in the initial stage and there are some problems out to be solved in the system itself as well as in implementation process of the system.So we must take reforms teacher qualification system into serious consideration. The paper is divided into four parts.The first part is the Introduction;the second part of the teacher qualification system provides an overview;third part of the certification of teachers,teacher qualification examination and analysis of three aspects of Teacher Certification Teacher of the current qualification system in China's major problems;the fourth part is aimed at putting forward countermeasures and suggestions for the issues mentioned above.
