Teacher is the foundation of education development. It is the key to build a high qualityand reasonable structure team of primary and secondary school teachers for the developingeducation. As an important part of teacher education and the strategic significance of majorprojects, primary and secondary school teacher education is an effective means of practicallyimproving quality of teachers, and is a top priority for the construction of teacher team today.In Hebei province, at the end of The10th Five-Year Plan period, the majority of full-timeprimary school teachers is320.1thousand; the amount of teachers in ordinary junior highschool is216.6thousand; there are73.4thousand full-time teachers in Ordinary high school.Due to various reasons, primary and secondary school teachers in this province have facedmany problems, such as specialized level is not high, lack of consciousness of teachingscientific research and can not to adapt to the basic education reform and other issues. Underthe background of the basic education curriculum reform,improving the quality of continuingeducation for primary and secondary school teachers not only work with the new curriculumreform smoothly, but also the related to teachers’ professional development.This research mainly using the methods of literature, investigation and interview tocollect data about the continuing education from primary and secondary school teachers in Xcounty,Hebei province. Aim to picture the development processes of teachers’ continuingeducation since the reform and opening up and lay the foundation to the study next. Then, onthe basis of summing up experience and the data analysis, summing up problems in theprimary and secondary school teacher continuing education and proposes the solutioncountermeasures. This body of the study mainly is divided into five parts:part1preface,Mainly includes background and significance of research, the relevant literature, theoreticalbasis, research content and approaches, relevant concepts of the teachers’ continuingeducation etc; the second part,mainly describe the history stages of the teachers’ in-servicetraining in Hebei Province. Sum up the historical experience and lay a good foundation for below; The third part is the investigation into the primary and secondary school teachers andprincipals with the questionnaire in the scope of the Hebei Province. Get the first-handmaterials about present situation and demand of primary and secondary school teachers’continuing education training; The fourth part introduce the analysis of the questionnaire andthe interview results. There are many problems to be solved, such as: ignore teachers’ subjectconsciousness, unreasonable curriculum, a single teaching mode, training teachers needs to beadjusted and improved, education evaluation mechanism is not sound, etc.; The fifth part putsforward some countermeasures for primary and secondary school teachers training, such asupdate continue education concept, adhere to the diversified forms of continuing education,strengthen the school-based training, widen the remote training mode, selection of educationcontent, improve the training mechanism, etc.
