Under the background of the Curriculum Reform of the Basic Education, primary and secondary school teachers in our country are faced with new challenges. All aspects of their professional comprehensive quality need promotion and development in all directions. Through accept continuing education, primary and secondary school teachers can obtain the professional development, and truly realize teachers’ professionalization. The continuing education policy which is Scientific and effective is the guarantee of the quality of teachers’ continuing education, plays a positive role for promoting the process of teachers’ professionalization. Therefore, developing continuing education policy research and building scientific and perfect system of continuing education policy have become the important issue. So the teachers’ professional quality can be further improved, and the process of teacher professionalization can be speeded up.This dissertation mainly applies literature method, historical method to systematically research and analyze the historical evolution of the teachers ‘continuing education since reform and opening-up. Also, this dissertation applies the questionnaire survey, to investigate and analysis the current status of the primary and secondary school teacher professionalization. To be specific, this dissertation mainly includes five parts:The first part is the introduction, mainly includes four parts: the background of the research, the research’s significance, the research review and research methods.The second part is the core concepts and theoretical basis. The core concepts include continuing education policy, profession and teacher professionalization. This part also expounds four theoretical bases: the basic principles of public policy, service-oriented government concept, teachers’ professionalization theory and the theory of lifelong education.The third part is the evolution of the continuing education policies since reform and opening-up. The whole development period is divided into three stages: recovery and adjustment stage(1978-1989), standardized and systematic stage(1990-1999), the scientific and perfect stage(since 2000).And respectively from continuing education goal, continuing education content, continuing education forms and methods to comb, to analyzes its evolution characteristics and explore its influence on teachers’ professionalization in our country.The fourth part is the analysis of the current status of the primary and secondary school teacher professionalization and the policy influence factors. The investigation and analysis based on professional cordiality, professional knowledge, professional ability and policy perception, and to explore the policy factors---policy value orientation.The fifth part is the policy suggestions to promote teachers’ professionalization. From the process of policy making, policy execution and policy evaluation, this dissertation puts forward some pertinence, feasibility of policy suggestions; so as to establish a scientific and correct policy value orientation, promote teachers’ professionalization, and construct a professional teacher’s team.
