The preferential policy for China’s ethnic minorities’ higher education has beencarried out for decades, and now is still facing a lot of problems. There has been acontradiction between the macro level of autonomous local governments developingpolicies and the micro level of individual implying policies. On the one hand is theshortage of ethnic minorities’ higher-educated people, on the other hand is the"education crisis" caused by the reduction of the employment rate of the ethnicautonomous regions college graduates. This paper hope through the Research OnImplementation status Of Preferential Policy To Ethnic Minorities’ Higher Educationand own interpretation and response to the national preferential policies of minoritycollege students in Gansu and Qinghai province, find out contradictions and problems,and puts forward some suggestions and countermeasures for existing problems.This article firstly summarizes national higher education policy implementationof two universities in northwest nearly three years, and then through the investigationand data analysis, research on coverage of national education preferential policy,comparison between various preferential policies, minority student’s cognition aboutthe national education policy, and by understanding the minority college studentsthemselves and the family of all kinds of actual situation to study the minority collegestudents’ various demands of policy, and analysis problems and deficiencies ofnational preferential policies of higher education implementation situation.Through the study, found that, on the one hand, our countries enlarges dynamicsof preferential to minority students unceasingly, at the same time, there are someimbalance of the coverage problems of preferential policies; On the other hand,minority students and their families are not familiar with the preferential policies forethnic education and participation is low, minority students have differentconsiderations and requirements on college tuition burden, percentage of admissionfor the university entrance exam, and the problem such as habits, languages, distanceto college, some of them that national higher preferential policy did not covered orinsufficient, likely to cause problems and contradictions in the process of minoritynationalities higher education development.
