China's minority nationalities higher education is not only an important component of national education, but also revitalizes the national economy, prosperity and development of the fundamental plan for national cause of culture and education. Since the reform and opening up, national higher education in Inner Mongolia has made brilliant achievements and achieved a leap-forward development. However, with the popularization of higher education gradually, national higher education is faced to severe challenges, some of the old conflicts and new problems which exposed at present, are seriously restricting the further development of national higher education.This paper which based on Inner Mongolia Autonomous region, in summing up national development of higher education on the basis of detailed statistics and research in the field, with local economic, political, cultural background, analysises the main problems and causes about the National Higher Education in Inner Mongolia in-depth and according to some theories, through the analysis of the size, structure, form, character and targeting about the minority nationalities higher education, which ultimately aimed at mining countermeasures and means for reform and development of national higher education in Inner Mongolia ,also explore a number of ways of the sustained and healthy development for the minority of high-level personnel training.Because of its specialty and importance, it should be placed on the priority development status. Although the capacity and level of policy implementation in authorities is important, the efforts of self-reliance and development for colleges even more rare. Responding to the challenges in Popularization of higher education occupies an important and special status in the implementation of strategies about"Western Great Development"and"Science and Education Vitalizing District", the release of inherent potential will be a breakthrough in national higher education out of its predicament and the change from a leap-forward development to the development of sustainable development.
