The issue regarding social poverty has been in the limelight of academic andgovernmental concern for a long time. With the rapid growth of China’s economy, ourcountry has come into the period of social transformation which drastically remolds theformer economic structure. Consequently, the problem of urban impoverished populationhas stood out with the main part of the unemployed and urban migrant workers who livein a relatively needy condition. Their life standard is far below the average level of thecity, even though most of them can afford the basic expenses, which results in the senseof relative deprivation.Urban impoverished population is facing various difficulties concerning householdrelationship, community participation and social interaction, rather than merely economicpressure. Lack of social support, the family in poverty cannot obtain resources andbacking from other social systems. Therefore, it is an ideal solution to address theproblem of urban poverty by helping those families establish and expand ‘socialsupporting network’. According to the survey, it is still not optimistic with the currentsituation of this kind of support, namely they are incapable of obtaining effectiveresources from the backing network which is itself insufficient for the impoverished.The writer carried out the case work and interview in H community of Wuhan cityon late February,2012. Assisted by community staff, the writer made a detailedinvestigation on the living condition and social support of the needy families.Furthermore, the supporting situation of three families is analyzed, including formal andinformal support. Due to feasibility and effectiveness, the writer aims to select onehousehold in poverty to implement the case intervention in order to enhance client’sconfidence, improve family relationship, and promote their growth. After the analysis onresearch data and case results, the writer will make the summary and rethink from two aspects. One aspect is pointing out the obvious omission that material provision andemotional communication are still insufficient in regard to the social backing network ofimpoverished families. Another one is that related suggestions and strategies areproposed for the social-work intervention which should be in accordance with principlessuch as ‘individualization’ and ‘strength perspective’ to realize the multilateralcooperation.
