Study On Government Coordination Mechanism In Regional Higher Education Governance

Since the1980s, Great development of regional higher education, make our country graduallyentered the stage of popularization of higher education development. Within the province,relationships between higher education governance participants become more complicated in eachprefecture-level city, the contradictions between provincial and municipal governments graduallyappear, regional higher education governance get into trouble. So, build effective coordinationmechanism between regional higher education governance participants becomes inevitable choice.But in reality, there are the status of the power imbalance both in higher education governancetransverse participants and longitudinal government hierarchy of prefecture-level city in ourcountry. Therefore, realizing the effective governance of the regional higher education, thegovernment should play a role of the leadership in order to structure the government coordinationmechanism in regional higher education governance. However, the coordinating mechanismbetween main bodies of regional higher education governance is a new research topic, and theexisting research is extremely limited, which makes it impossible to grasp this governance model.Given this, this article will take government coordination mechanism in regional higher educationgovernance as a research subject.On the basis of the theory of governance，this article in the perspective of relationshipbetween provincial and municipal governments, through analyzing real contradiction of regionalhigher education governance in our country and the current situation of regional coordinationmanagement mechanism of higher education abroad, tries to analyzes the government coordinationmechanism in regional higher education governance deeply, in the coordinated governance levelbetween regional higher education horizontal governance main part and the provincial andmunicipal governments. Full-text is divided into five parts:The first part expounded the study’s origins, purpose, significance, overseas and domesticresearch status. Introduced the research ideas and methods of this article, and define the relatedcore concepts. The second part discusses the theoretical perspective of this paper——Therelationships between provincial and municipal governments under the governance theory, then deep explain the government coordination mechanism in the regional higher education governance.Part three structure the three-dimensional framework of contradiction analysis in regional highereducation governance of our country, from transverse, longitudinal, and dynamic change level.This paper argues that, there have three contradictions in regional higher education governance ofour country, structural contradictions, Institutional incongruities and dynamic contradictions. Thenevery aspect has carried on the thorough analysis. The fourth part concludes the beneficialenlightenment to our country by introducing the model of regional higher education governancemechanism in Britain, the United States and France. The fifth part first builds the coordinationframework between regional higher education governance participants from the vertical andhorizontal two aspects.
