In December 2016,the Standing Committee of the National People’s Congress promulgated a new policy on the private education.As of the end of 2019,China’s 31 provincial governments have adopted policies for classified management of private education to varying degrees,thus opening a new chapter in the development of private education.In the next phase,provincial governments will continue to deepen policy reforms and begin to spread to municipal governments.In this context,opening up the"black box" of the inter-provincial diffusion of private education classified management policies and exploring the logic and influencing factors of policy diffusion from the temporal and spatial characteristics of policy diffusion has important guiding significance for the next stage of development.Inspired by the policy diffusion theory,this research takes the inter-provincial diffusion of China’s private education classification management policy as the research object,cuts from the time and space characteristics of policy diffusion to show the process of provincial government policy diffusion,and combines the background and characteristics of China’s private education development to study its internal Influencing factors of logic and diffusion.First of all,this article sorts out the background and existing research of the classified management policy of private education,and extracts the influencing factors.Secondly,data collection and analysis are carried out in combination with the classic model of public policy diffusion.Compile the textual data on the classified management policies for private education adopted by China’s provincial governments from 2016 to 2019,and examine the inter-provincial proliferation of policies from the two dimensions of internal influencing factors and intergovernmental relations.The empirical results show that the driving factors for the inter-provincial diffusion of China’s private education classification management policies are the geographical proximity effect and the regional economic development level,pilot experience,and the level of social investment in private education.Combining the current situation and problems of policy proliferation,and drawing on the experience and lessons of the provincial government’s initial proliferation,from the perspective of internal factors,the future inter-city proliferation needs to consider public needs more than just driven by the inertia of economic development.Pay attention to the positive effects of pilot projects and enrich the channels for policy learning.From the perspective of the mechanism of inter-government relations,it is recommended to optimize the top-level design and encourage grassroots innovation,improve the inter-government learning mechanism,and optimize the performance evaluation system.
