Higher vocational education ( here after referred to as HVE) have a dual attributes of education and economy. This thesis made a deeply study to the mutual developing relation of the HVE and regional economy on the cross point of education and economy. We firstly demonstrated the conception of highly-skilled talent and his main role in society as well as analyzed the reason of the shortage and the demand to the highly-skilled talents along with regional economy prospering and industrial structure adjusting. Secondly, we analyzed the mutual relation of Chinese HVE and economic increase with the linear regression method. Finally we got a linear regression model and worked out HVE's scale in further15 years since 2005 with this model. We also calculated the relativity coefficient between 31 provinces' higher vocational college scale and regional per-GDP in 2003, while we analyzed the mechanism of mutual developing relation between regional HVE and regional economy. Thirdly ,we made a study of cultivation highly-skilled talents and the educational and teaching reform in higher vocational college, analyzed thephenomena of "asymmetric information"——graduates from vocationalcolleges are difficult to hunt jobs while the quantity of highly-skilled talents can not satisfy the demand as well as pointed out the deficiency of the vocational collage in improving the student's practical skills. Consequently, from following aspects: the management's innovation, the setting-up of program and curricula, the improvement of the practical bases and teaching staff building, the reform of talent-cultivating mode brought forward countermeasures and suggestions. At last, from the macro point of view we gave some suggestion to accelerate the mutual development between HVE and regional economy.
