Research On The Current Situation And Countermeasures Of Southern Urban Public Sports Service System Construction Of Liaoning Province

At the sixth meeting of the16th CPC Central Committee, the document CCP’s criticaldecisions on building a harmonious socialist society presents that transforming to “a servicegovernment” is the main issue of CCP in the next few years. Building a people-oriented society,developing public service and meeting the minimal public requirements become the mostimportant missions of China government today. Undoubtedly, the construction of social publicservice system is particularly important in order to realize government goals. As a crucial part ofsocial public service system, public sports service system plays an important role in promotingChinese government’s process of transforming to a service-oriented government. Now, in mostcities of our country, public sports service system has just been successfully established in thefirst step. Establishing a complete and mature public sports service system has become theprimary task of developing of social sports in China.This paper employs the methodology of literature review, questionnaire survey, interviewinganalysis and other necessary research methods, combining with the theory of citizen sports rights,public goods theory and civil service oriented government theory as the theoretical basis. Weendeavor to integrate and analyze connotation and composition of the public sports servicesystem in our country. This paper takes the public sports service system in Liaoning province asthe main research object, utilizing stratified sampling method to extract6representative cities forinvestigation. By collecting questionnaire in nearly900copies of questionnaires of these6representative cities, this paper reports the current public sports service system development inLiaoning province. By analyzing information of the6subsystems of public sports service systemin Liaoning province, this paper identifies the problems associated with the development. In theend, this paper presents corresponding measures for improving public sports service systemconstruction in Liaoning province according to the conclusions.1. The supply of sports fitness facilities in Liaoning province is sufficient, but the utilization rateis low, with potential security problems. Urban residents are not satisfied with the quality andquantity of the existing fitness facilities and sports venues. The problem of utilizing sportsfacilities for pubic service after sports events has not been properly solved.2. Social sports organizations in Liaoning have not worked enough. They are not well-known byurban residents; therefore it is not possible to play its organization role. Meanwhile themanagement and operation system is not normalized. 3. Public has limited information about the sports monitoring service in Liaoning which is anexplanation of defective sports monitoring service network. Sports monitoring service promotionand implementation are unreasonable.4. The number of working staffs and instructors in sports industry of Liaoning is acceptable. Butthe education background of practitioners still needs to be enhanced; as well the ageing problemis close and serious. It can not satisfy the guidance need of many fitness crowds in Liaoning.5. Organization in sports activities is decent both in its form and in its motivation in Liaoningprovince. However, sports items are various in kind, but lack in innovation.6. Sports communication in Liaoning province is in booming, but the report coverage is currentlynot in depth. Common mistake includes omission, misstatement and wrong information.
