In the people’s growing demand, set up and improve the coverage of urban and rural public sports service system is the important problem facing the current sports undertakings. But as a result of the existence of regional differences and the differences between urban and rural areas at present stage, there is a gap around public sports service supply, explore the truth of a suitable area equal public sports, is our sports workers face a difficult problem.This paper uses the method of documentation, questionnaire method, mathematical statistics, logic analysis and field investigation. With the actual situation of xi"an equal public sports service as the research object, select the typical areas of Beilin District and Huxian County as the investigation region, exploration in the realization of the problems existing in the process of public sports service equalization. This study argues that the content of public sports service equalization covers including fiscal equalization, equal facilities services, sports service equalization, equal sports equal guidance services and information services in five aspects. Then starting from the six aspects, respectively were studied. This study proposed some countermeasures for realizing the public sports service equalization between rural and urban areas. Concluded that xi "an urban and rural public sports service still is in a state of the unequalization. Reflect the current xi’an government entities at all levels have realized the significance of improving public sports services, but because of the financial resources between urban and rural, rural public sports service fiscal policy does not reach the designated position; Facilities layout is uneven, and facilities more significantly in the city and rural, and facilities management in rural maintenance is not ideal; The actual situation of sports activities carried out in conformity with the region, but sports spontaneity and optional the gender is strong; Social instructors develop fast, but its working performance test, in the actual work of social sports instructors in the rural areas is difficult to meet the demand.
