Since2005each province gradually began to take the Proficiency Exam forSenior High School, so far there is only nine years. US‘Proficiency Exam has twodefects both in practice and research.China can learn useful experience from US.Shanghai‘s economic and cultural status in China is equal to New York‘s in US. TheProficiency Exams for Senior High School in the two regions have similar nature andfunction. This essay selected the2013Shanghai Proficiency Exam for Senior HighSchool in Chinese paper and the2013New York State Regents Examination inEnglish paper as study subjects. We can learn from useful experience from the NewYork mother tongue test, and improve the assessment standard of the evaluation.The first part of the thesis analyzes Proficiency Exam for Senior High Schoolresearch literatures, both in China and abroad. The insufficiency of the domesticresearch is manifested in the following two aspects: there are more theory studies,but few empirical studies; there are more macro researches, while lacking micro-casestudies.The second part of the thesis through a comparative analysis of the twoacademic proficiency test reference standards-Shanghai Primary and SecondaryLanguage Curriculum Standards and English Language Arts Core Curriculum(2005),drawing similarities and differences in curriculum overall goal, philosophy, readinggoals, writing goals, speaking and listening goals.The third part of the thesis analyze the framework、content、ability level of thetwo mother language test papers. The Shanghai volume has the followingcharacteristics: the paper is subjective questions based; the paper mainly focuses onbasic knowledge; the reading comprehension part focuses on the abilities tounderstand and appreciate; the writing part emphasizes students’ thinking for life.The New York volume has the following characteristics: the paper is objectivequestions based; it comprehensively examine the mother language‘s abilities tolistening、reading、writing; the reading part focuses on the abilities to analysis andcomprehensive the literary excerpts;the essay proposition emphasizes the power ofaction.The fourth part of the thesis gets four implications from New York StateRegents Examination in English: the language test content closely related to thestudents; objective questions requires further standardization and subjectivequestions requires more openness; attach importance to cultivate the listening skillsof mother tongue.
