National Curriculum Standards clearly stipulate that Curriculum standards are the basis for preparation of teaching materials, teaching,Examing. It is the foundation of management and evaluation of curriculum by the State. High school academic proficiency exam has decade of history in Zhejiang Province. There are questions about characteristics of academic proficiency Exam questions, and the degree of consistency of academic proficiency exam with the standard State high school chemistry curriculum standard, To address these questions, this paper uses Wisconsin State developed "SEC" consistency analysis paradigm to study the consistency of Exam questions and curriculum standards, to propose opinions and suggestions for improving the quality of Zhejiang Province high school chemistry academic proficiency Exam.The preface introduces the internal and foreign research background, significance, research content,research methods and related concepts. Literature review section describes domestic and foreign research methodology on the consistency of Exam questions and curriculum.In the third and fourth part of this paper, the consistency between high school Chemistry Academic Proficiency Exam and curriculum standards is studied from both qualitative and quantitative perspectives. In the third part, by analyzing enlightenment of knowledge points of examinations, this paper strives to provide the most direct and most effective exam information for teachers and students. In the fourth part, first of all, by using SEC consistency analysis methods, and depending on curriculum standards and characteristics of Exam questions, this paper determines the content themes and cognitive dimensions, and builds a two-dimensional analysis table. Secondly, the coding team encoded curriculum standards and examination questions and examined coding Exam group three correlation coefficients, communicated and discussed to build a final coding scheme, and incorporated the scheme in the corresponding two-dimensional analysis table. By performing comprehensive data analysis using SPSS and EXCEL, the Porter consistency index was obtained. Through a two-dimensional surface plot and histogram, consistency between the high school chemistry academic level examination and academic curriculum standard was analyzed, The study found that 2014,2015 Chemistry academic Proficiency exam and high school curriculum standards in Zhejiang Province did not show overall significant consistency, Exam of January 2014 conforms best to curriculum standards, while Exam of July 2014 conforms worst to curriculum standards. Degree of consistency of three Exams in 2015 with curriculum standards on the content and level of cognitive dimensions lies in the middle. Finally, factors affecting consistency of high school chemistry proficiency exam questions with curriculum standards were analyzed, and guiding opinions were proposed.In the end of the study, the author reflected on the limitations and deficiencies of this study and put forward future prospects.
