The "Several Opinions of the State Council on the current development of pre-school education", which was carried out in2010, raised ten new deal about preschool education(for short as "Ten Countries"). Our country is not only to increase efforts to deal with "admission difficulty and expensive" problem, but more importantly, to ensure "wide coverage, basic security "pre-school public services and improve the quality of pre-school education. The quality of pre-school education, include structural quality, process quality and quality of results. This paper takes the process quality as a point-cut to evaluate the education quality of kindergarten. The preschool teacher as a implementer of preschool education, is closely linked with the evaluation concept of education quality and education quality of preschool teacher, therefore, the study on the relationship between the evaluation concept of the education quality of preschool teachers and the education quality of kindergarten has a very important theoretical and practical significance on the improvement of kindergarten education quality.This paper takes the method of stratified random sampling in six different regions in Zhejiang province, and utilizes the "Preschool Education Quality Assessment Scale (Trial Edition)"(for short as’The scale of the trial version") and the "the questionnaire on the evaluation concept of the education quality of preschool teachers(Teacher Edition)" to evaluate the education quality of kindergarten and investigate the evaluation concept of education of preschool teachers. Finally, selecting85pieces of class observation data and the evaluation concept data of165preschool teachers, this paper takes descriptive statistics, correlation analysis, etc, to analysis the data, and try to make a comprehensive and systematic study of the relationship between the evaluation concept of education quality and education quality of preschool teacher. Through data analysis, it shows:Ⅰ. Judging from the horizontal comparison:through the analysis of the preschool teacher’s evaluation concept of education quality, it shows the preschool teacher’s evaluation concept of education quality at a high level whether in overall quality and the various dimensions of quality, even though there are slightly differences on the general trend, it does not show significant difference. The overall education quality of kindergarten and the quality of each dimension is obviously showing three quality levels:high, medium and low.Ⅱ. Judging from vertical comparison:whether in overall quality of preschool teacher’s evaluation concept and education quality, or the preschool teacher’s evaluation concept among the various dimensions and education quality of kindergarten among relevant various dimensions, there is a long distance between education quality of kindergarten and evaluation concept of preschool teacher’s education quality from three different quality levels:hight, medium and low. The specific performance are following:if all kindergarten classes at a high quality level, there is minimum gap between the evaluation concept of preschool teachers’ education quality and class education quality; if all kindergarten classes at a medium quality level, there is relatively large gap between the evaluation concept of preschool teachers’ education quality and class education quality; if all kindergarten classes at a low quality level, there is maximum gap between the evaluation concept of preschool teachers’ education quality and class education quality; Ⅲ. The relevance between the evaluation concept of preschool teacher’s education quality and class education quality of kindergarten is much lower. The quality of kindergarten education is restricted by urban and rural, the property of kindergarten setup, kindergarten rank and economic level, etc.Finally, on basis of the result of study and discussion, researchers offer suggestions to education authorities, kindergarten and preschool teachers.
