Developing education quality assessment of kindergarten refers to the function that educational quality assessment of kindergarten should focus on diagnosing and improving educational process and promoting kindergarten, teachers and children’s growth. Kindergartens should know their strengths and weakness and then promote the advantages further and compensate for disadvantages to make the target come true that assessment can promote the sustainable development of children, teachers and kindergarten, which truly reflect the developing function in educational quality assessment of kindergarten.The thesis used a way of investigation, interview and so on, based on the literature of teacher leadership home and abroad, questioned on kindergarten principals and teachers from31kindergartens in13districts in Shanghai with different levels as a subject of investigation and interviewed5kindergartens further on the cognition and practice of developing education quality assessment of kindergarten, to have a comprehensive understanding of the current situation in developing education quality assessment of kindergarten. On the basis of this, this paper thinks deeply about the theory of developing education quality assessment of kindergarten and probes into the developing education quality assessment strategy in the practice according with the present situation.In the survey, we know that although the developing function in educational quality assessment of kindergarten has had reflection partly in the level of conception and practice, it isn’t enough. And kindergartens still have troubles, needs and improving aspects from the survey of difficulties and needs of educational quality assessment and developing education quality assessment.Focusing on the current situation, in the principle of assessment, kindergarten not only should establish assessment subject based on the development, establish assessment function about improving kindergarten, establish self-assessment by kindergarten as the main method of assessment, but also establish the educational quality of process as the main content of assessment and establish multi-body assessment subject. In the assessment, kindergarten should make efforts to establish the assessment mechanism with multi-body, self-assessment by kindergarten and assessment methods for development and establish self-monitoring system for the educational quality, effective assessment feedback system and security system for developing education quality assessment of kindergarten to make sure that developing education quality assessment of kindergarten carries out effectively.
