From the date that the gross rate of world’s preschool is44%, there are still a lot of children around world who are excluded from the pre-school education, however,the majority of African countries’GERs below the global level,the development of this area of preschool education and children’s health become the vulnerable area of EFA goals’achievement, as a result, which also attract a large number of preschool aid projects, Under the influence of thoughts in EFA, as the world’s largest aid agency who aim at fighting poverty, the World Bank’s aid projects to African preschool education experience a development from nothing.this aid projects’experiences, achievements and problems will enlighten ours thoughts and practice.The paper has seven chapter which is divided into six parts.The frist part is the introduction which discusses the topics of this study cause, meaning topics, and conception,and after reviewing the previous research achievements, ascertains the purpose of the study, the content and methods.The second part is the first chapter which reviews the history, developments and challenges of preschool education in Africa.After combing its experience from a variety of traditional mixed pre-independence to post-independence inheritance and the new challenges facing, it’s find that the preschool education development become better after EFA,but it still face three major challenges:localization and western,vulnerable leadership capacity,and some problems of preschool education development.The third part is second chapter, this section analyses rationale and strategy of World Bank’aid projects to African preschool education.The forth part is third chapter.this section depicts the overview of the projects World Bank’s aid to preschool education in Africa.The fifth part consists of the forth and fifth chapter, this section illustrates two cases:Kenya Early Childhood Development Project(the exploratory project) and Egypt Early Childhood Education Enhancement Project(the developmental project), specially analyses the background, goals, strategies, implementation, management, production, the results and problems.The fifth part is sixth chapter which finds these projects have some characteristics:Requiring government carry out its duty,making relevant commitments,developing policies.and building the capacity;stressing on the cooperation between on-governmental organizations and local non-governmental organizations,mobilizing the participation of local communities;stressing on preschool education and children’s health in aid content;focusing on vulnerable groups(poor children, girls,etc.) in aid object;emphasizing on mutual cooperation and coordination between education,health,social affairs department and so on in the aid process.lt analyses the current situation and problems of our country’s preschool aid project, and proposes some enlightenments for ours:broaden the ways of preschool education development,reasonable positioning projects,improve project management system,focusing on the function of the evaluation and supervision, and attache great importance to the various project participants’cooperation.
