The purpose of the reform of universities with the core task is to find effective ways to improve the quality of school teaching and scientific research level. However, students’ learning quality is a direct evaluation standard reaction of the quality of teaching in colleges and universities. College students’ learning effect is the result of a university education and students comprehensive interaction. The factors affecting the quality of student learning is complex, multi-dimensional, presenting strong nonlinear relation between various factors.There are many factors which influence the student’s learning effect and quality that own to the results of combination of every aspects of high education. On one hand,the reasons response to the school level including student learning environment construction degree, teacher’s teaching level of high and low, colleges and schools to student’s management level, learning guidance to students, and schools to its talent training goal orientation and other factors. On the other hand, factors affect the quality of student learning in the student level mainly for the students’ interest in learning, learning goals, learning initiative, study methods and other factors. These two factors are mutually influence and interaction, teacher’s teaching methods, teaching ability, the school learning environment on students’ learning interest, learning initiative, and ultimately affect the quality of student learning.As newly upgrade college, especially in the midst of a transition from college education to undergraduate education, in the sensitive stage, how to stabilize the raising the level of teaching in schools is a one of the basic task of the colleges and directly facing. The purpose of this paper is to study the influence factors of college students learning in newly upgrade colleges, to master the new general pattern and characteristics to find new defects and the insufficiency. in the teaching link.First of all, through the way of questionnaire and data query school students, collecting in Shaanxi institute of information engineering college seniors in newly upgrade college relate to acquisition of dynamic and static data including the student’s admission of the university entrance exam, learning, self assessment data, family information, learning, behavior habits, etc, the final exam information, build the student studies the relevant database. Then by using Apriori association rules algorithm to gain influence students learning effect, in order to find the relationship between the various factors affecting the quality of student learning.The result of the experiment shows some related relationship such as:student college entrance English result in the later university academic performance has a significant effect; Served as the class cadre of students in grades generally lower than the class cadre of students; students showed more obvious in the learning process without purpose, paying attention to get the job is directly related to professional skills or qualifications, in order to research and study, in order to research and textual research; Students come from the specificity of the regional differences in academic performance significantly, local school students of lower grades students enrollment of students from other provinces, and so on.Finally, according to the obtained data mining and the students’ learning effect is strongly related to the associated factors, combined with the characteristics of newly upgrade colleges, the paper gives some advice to improve the teaching quality of the newly upgrade collegesFirst of all, newly upgrade colleges need to clear their own school-running and personnel training of scientific and accurate positioning itself. Secondly, they ought to strengthen the guidance of students’ learning, to strengthen the teachers troop construction, through the innovation of classroom teaching methods, means to stimulate students interest in learning; to strengthen students learning objective and learning attitude of benign, to stimulates the student to study, the director of the initiative; to strengthen the construction of the teaching, students’ learning environment, to provide students a good learning environment and rich literature resources platform, and improve the students’ self-study ability; The colleges improve and expand the teachers’ scientific research level steadily, intensify the building of opening laboratory platform, to carry out the new project, make the students interested in academic research involved in the teachers’ scientific research project, to develop the students’ scientific research potential, and strengthen the students professional skills practice. Finally, in my paper Ⅰ rise a few suggestions for the curriculum of public English in newly upgrade colleges.
