| Based on the current research achievements in China, and taking Kangding, a county in ethnic and less developed region, as the example, this paper tries to analyzes the factors limiting the education development, especially the rural and pastoral kindergarten development in the county through relevant researches into financial investments, government interventions, stuff training, teacher resource guarantee and pre-school systems. The aim of the analysis is to explore the tactics, proposals, and measures for the solution of "kindergarten entry problem" in Kangding’s rural and pastoral areas, and to offer some path for Kangding and other regions with the similar troubles. This paper consists of the following aspects:To research the background and meaning of the overall "kindergarten entry problem" in China’s rural and pastoral areas. Because of its mountainous geographic features, Kanding has shaped its isolation and tradition, the peculiar cultural outlook and the ethnic education belief. To make such a research carries an obvious value and great social effects for our multi-nationalities country.By making researches into the situation of preschool entry in Kangding, we have found out many problems in rural and pastoral education:government’s lack of concern, the deficiency of systems in education administration, the insufficiency of preschools and the poor stuff quality. We also notice that parents’awareness and the expensive fees for kindergarten contribute to the present situation. The analysis of the reason for "kindergarten entry problem" in Kangding has found that besides the economic and region factors, government’s absence and people’s awareness take some places.Finally, the paper comes up with the solution:Change the traditional idea of taking no importance in education; Enhance government’s guidance in policies and financial investment; Encourage non-official investment to improve the hardware and software in education. |
