This thesis is the construction and development mode of the "two-oriented society", investigates and studies the tourism industry and the sports and leisure industry, combining with the theories of the development of the current economy, culture and society, and the process of city construction, explores the relationship between the tourism industry and sports and leisure industry of the "two-oriented society" experimental pilot, and the trend of its development and the mode of construction, in order to provide useful theoretical basis for the modernization process of the society in the future.Based on the trend of economic development since our country put forward to accelerate the modernization process, especially on the new construction and development of the areas where the "two-oriented society" experimental pilot officially carry on, there are many social activities and policies about leisure and leisure industry, as well as many industrial policies to promote the development of leisure tourism. It is an innovation to improve the economic growth by the combination of industries. On this basis, this thesis takes "two-oriented society" experimental pilot as an example, studies the driving factors for the integration and development of sports and leisure industry and tourism industry. this thesis adopts literature material method, questionnaire survey method, and logic analysis method to find out the primary driving factors for the integration of the sports and leisure industry and the tourism industry is the support from the country and the government, and key to promote industry integration is the popularity of holiday tourism, the core factor is the change of ideas of sports and leisure tourism and the structure of consumers. The main trend for the development of the market is the increasing demand of the sports and leisure tourism. This thesis aims to provide suggestions for the development of the sports and leisure.
