Government Responsibility To Solve Research Compulsory Education For Children Of Migrant Workers Problem

Since china’s reform and opening-up, our country social economy rapidly develop,but also with the accelerating of urbanization, more and more rural surplus labortransfer to city (town) for looking for jobs. By2012, more than260million peoplehave been country rural migrant workers.As a giant special social group, there aremore and more attentions from all aspects of society. One of the most prominentproblem is the majority of increasing workers trailing children who stay in compulsoryeducation stage come to the city year by year.Urban migrant workers live in the bottomof the society, so they all have a common desire, which wish their children to receivegood education. however, city’s existing public education resources cannot accept andmeet the demands of a growing number of migrant children studying, this also makesthe government face the severe challenge.In recent years, although China has staged a series of policy documents abouttrailing children’ compulsory education problem, but there has still lots of problemswhich have not been fundamentally solved, the fundamental reason is that under therestriction of current dual structure and education system in our country, the division ofthe responsibility of government is not clear and inefficient.Therefore, with the depthof the all-round construction of a harmonious society and promoting urbanizationconstruction,it’s a major problem to be solved that we should figure out the presentsituation of rural migrant workers trailing children compulsory education and whatproblems they have, discussing the government’s responsibility in a period of time in the present and the future. At present, the research on trailing children’ compulsoryeducation problem of migrant workers are mainly concentrated in the field ofeducation and sociology, few studies choose from the perspective of the administrativemanagement analysis.In effect,rural migrant workers trailing their children’compulsory education is not only a education problem, it involves all aspects ofsociety.we should study the problem from a broader perspective.In this paper, i would use literature analysis and theory analysis, focusing on thegovernment responsibility to solve the problem of migrant workers trailing theirchildren’ compulsory education.Through the analysis of the performance about theproblems of the compulsory education, it points out that the rural migrant workerstrailing their children’ compulsory education problem need to strengthen thegovernment responsibility on the basis of the theory of public goods, human resourcesand education equity.Besides three kinds of theoretical basis, policy evolution andrealistic basis play an important part on this staff.It also cited the lack of theresponsibility of the government in solving this problem.Finally it introduced thegovernment should take responsibility on laws, regulations, policies and thecorresponding management.
