The Scope And Time Management Of Human-resource Reformation Project Of U University Logistics Service Group

Chinese university is now developing rapidly, almost all the universities are nowaiming at “creating world-class university”, however, corresponding logistics service isrelative backward. We all know that the socialization of university logistics service hasalready been lasted for more than10years, some achievement like practical mode,management method etc. are made, but, the key factor like human resource reformation,seems face to the bottleneck period.In this article, special for above human resource matter, taken human-resourcereformation project of U university logistics service group as a research subject.Adopting scope management and time management in project management theory,deeply analyze the application of such management theory, method and tools in thisproject during operation process.Firstly, theoretically describe scope, time and human resource management,introduce background of this project.Secondly, deeply research on how to execute scope plan, definition, making WBS,control and verification. Plan for object, achievement, progress of reforming items canbe reached by setting up project charter, scope statement and scope management plan.Achievement of reforming items and definition of milestone can be reached by itemanalyzation.Separation of working package and second separation of key work can bedone by making work breakdown structure. Achievement of reforming items can beconfirmed by comparing project charter document: HR management system, positionlist, position guidance book, personnel recruitment, training, performance management,salary management, labor relationship management, changing procedure can be appliedto change control item during range management period.Thirdly, deeply research on how to make activity definition, sequencing, resourceestimating, duration estimating, time schedule making, schedule control etc. Activitydefinition and resource arrangement can be done by compiling activity list andresponsibility assignment matrix. Activity sequencing can be done by using precedencediagramming method. Time evaluation and project period calculation can be done bycompiling rough activity time list. Item progress description can be done by drawingGantt chart. Item progress can be reported to related personnel by using Gantt chart. Finally, make a conclusion of research achievement. Pilot reform is successfullyfinished by using scientific method while busy job must be done in propertymanagement center of Qingshuihe district. This working mode has reference value inboth range and time management, it can be the new method of implying HR reformationof high-education school logistics.
