Foreign aid is an important political and economic phenomenon in the international community; it is the "booster" for the development of international relations. Since the founding of The People's Republic of China, foreign aid has always been an integral part of China's diplomacy. Development of foreign aid projects plays a very important role in increasing China's international prestige, to create a green environment for foreign economic cooperation and promoting a "harmonious world" to build. In recent years, with the changing international situation, the CPC Central Committee and State Council attached great importance to China's foreign aid human resources training, and gradually increase the finance for training of human resources development in order to expand the training and profession field. However, so far, China's foreign aid training of human resources still has relatively backward elements, such as the imperfection of rules,regulations and project management, not professional staff quality, low-proficient management and other series of problems.This article is from the perspective of project management; choose training of human resources of foreign aid projects in Jilin University as research object, by analyzing the implementation of the project in the process of facing the challenges and questions, attempt to explore ways and means to resolve these issues.This research summarizes the problems in project management into the following six aspects, namely:(1) A lack of unified standards for project implementation at the national level;(2) Contradictions between training content and training needs of the object;(3) Misunderstanding, communication and coordination deviation due to language differences;(4) A lack of scientific and rational allocation of teachers and management model; (5) Faultiness of goal-oriented process of assessment and return visit.(6) Imperfect emergency management system which needed to be standardized and improved.In response, following coping strategies are raised:(1) Standardize the rules of project management practices according to the project management content. As the saying goes "no rules not a radius of", good governance norms and discipline is the necessary elements for ensuring the smooth, efficient and orderly conduct of our foreign aid. Only if there is a scientific and standardized management, efficient quality of training can be ensured.(2) According to the project management issues, improve the emergency management mechanism. During the training of human resources in the foreign aid process, unexpected events are inevitable, in order to prevent unprepared and to guarantee all kinds of unexpected emergencies can be solved timely, efficiently and orderly, effectively guarantee health and safety of national trainees and personnel of working departments, maximize the protection of participants'life and property in our country.(3) Establish and better the teaching center, perfect a sound teacher allocation mechanism. Teacher strength is in the top priority in ensuring the effectiveness of the training, it is important to establish a teacher center which has good political qualities, high professional quality, relatively stable, full-time and part-time training teachers. Build up the teacher echelon which owns teachers of different generations, with strong academic capability, rich teaching experience and communication skills, in order to guarantee the training efficiency.(4)Conduct advanced needs survey for meeting the project training needs. The purpose of the training is to provide practical assistance to recipient countries. Training project planning needs to comply with China's actual situation and the external work required together with meet the requirements of recipient countries. Through get in touch with the recipient countries, a return visit to the previous students under the relevant departments in advance, understand the needs of recipient countries. At the meantime, the program should combine with our own national situation, base on the areas of strength training, highlighting the school characteristics, so that the results of training could be guaranteed.(5) The balance of the actual training needs, develop a training project plan. Aim at informative and practical teaching content; flexible teaching methods; comfortable and effective teaching facilities.(6) Strengthening the foreign language skills of the stuff team, improve the quality of communication and coordination. Language is an important link in foreign aid training. If unable to communicate effectively with students, the misunderstanding would easily be generated; have a negative impact to training effects of foreign aid projects.(7) Strengthening the sense of purpose, establish and improve mechanisms for assessing return visit. One of the main purposes of foreign aid training of human resources is to deepen the traditional friendship in developing countries and our people, advocacy and establish a good international image of our country. Thus, after the human resource training, conduct follow-up services for the trainees are an important means for consolidating the results of training, testing the effectiveness of training. Therefore, establish and improve mechanisms of assessment by return visit can help to develop a long-term ties with training participants.I think only if we further refine and improve China's foreign aid human resources training project management systems and processes can China's foreign aid human resources training better give play to enhance its effect in diplomacy, can better the relationship between our country and the international friendly countries, and can guarantee national interests and enhancing international status of China.
