In this paper, from the angle of education policy, deeply research the changes of British adult education policy since1990s through the use of literature analysis research method and historical research method. This paper mainly focusing on interpret the relevant contents of British adult education policy in nearly20years, such as report, green paper, white paper and law etc., based on the analysis of different stages of British adult education policy, the characteristics of a push on the adult education development main initiatives since the1990s.This paper consists of six parts.The first part is introduction, this part introduces the background and significance of the topic, the research status at home and abroad, concept definition, research methods of the paper.The second part introduces the development of adult education. Mainly divided into four stages, namely people culture movement stage, adult education institution stage, adult education system stage and lifelong education development stage.The third part introduces and analyzes the background of the adult education policy since the1990s in England from the political, economic and lifelong education view.The fourth part, according to the characteristics of the times describe by stages of British adult education policy since1990s:open the market-oriented adult education;build a stage with the improvement of the legal framework construction skills; deepen the reform of16years young people for continuing education and training stage; refinement of management, improve the adult skills and training efficiency stage.The fifth part mainly comprehensive introduces the practice of adult education measures of Britain in1990s from the practical point of view:integration over the age of16young people continue to education and skills training of management system; providing funds and way of support for adult education; construction supervision framework of continuing education and occupation training.Finally, this study based on the analyses of the characteristics of adult education policy reform of Britain since1990s.
