United Kingdom as the world first welfare country, they committed to eliminate poverty, unemployment, and safeguard social fairness and justice, public career, since the 21 st century, in the white paper of 《21st century of skills--achieved we of potential》 and 《learning revolution》, and《 continue to education and skill plan》, United Kingdom concerned in continuing education and skills on vulnerable groups.Adult education as an important component of lifelong education, it can improve vulnerable groups work skills, ease employment pressure, promoting social mobility, building a learning society. United Kingdom Government attached great importance to adult education, and it become a powerful lever for promoting upward social mobility of vulnerable groups.The 38 years of economic reform in China has brought rapid economic developments, while the poor, the disabled, the unemployed, and migrant workers constitute a vulnerable group has been formed at the bottom of society, there are a lot of vulnerable groups to achieve social harmony and social justice the shackles.
