Under the impact of international education thoughts on human rights, education for all and lifelong education, people raised the education standards on equality and equity, the value of education begin to focus on individual, education should be spread to all children who have education needs, especially for children with special education need, no longer for a particular class. For this purpose, inclusive education emerged, it requires government provide necessary support for children with specially education need, as well as LEAs, mainstream schools and other related organizations, timely and effective to meet their needs, integrated them to the mainstream society, mainstream schools, achieve their own value.In the perspective of policy of inclusive education, this paper conduct a comprehensive and systematical research, which including the history of the inclusive education development, the current policy, the case implementation, and evaluation of enlightenment. Firstly, this paper expound the development background,theoretical basis and development stage of inclusive education. Secondly, according to British education management system,this paper select four policy that promote the development of inclusive education from England, Scotland, Welsh and Northern Island, and analyze in detail. Then take Avenue primary school as a typical case,deeply analyzes its educational ideal, inclusive policy, curriculum and the accessibility plan, etc. Finally, the paper analyzes the effect, characters of current inclusive education policy, and points out the problems existing in the current policy in UK. Meanwhile, with the reality of our country, provide the model for development of inclusive education in China.
