During the period of post compulsory education, everyone enjoys an equal right to excellent fundamental education has become the public demand. And it becomes the focus of attention how the government’s fiscal deals with the compulsory education security. The PPP mode which appeared in the1990s provided a new governance paradigm for the management and development of public education. In this paper, in order to promote the reform of education system, we study the governance performance of public-private partnerships model and the necessity of introduction of PPP model in the field of basic education as well as its operating mechanism within the framework of public economics.First of all, the author makes a comprehensive study and review of literature on public-private partnerships, recognizes and understands the commonness and characteristics, advantages and disadvantages of the public-private partnerships model behind different PPP concepts. Then the author summarizes the theoretical basis of public-private partnerships. Secondly, the author puts public-private partnerships of basic education into the public economics analysis framework. The logic is:basic education is quasi public products and it’s close to the pure public goods. Basic education should be supplied by government. However, the government financial resources are limited, especially in the county’s basic education supply system. As the financial differences, the supply of basic education service does not equal obviously. And public-private partnerships model could enrich the basic education service without increasing government expenditure. Thirdly, study on the nature of public-private partnerships of basic education and its operation environment. From the perspective of governance tools, the public-private partnerships of basic education is an education contract. Through the signing of the contract, the public sector can use private capital and management technology legally and effectively for a common goal-to provide more, better education services and form partner relations. The normal operation of this kind partnership needs institutional environment configuration. In the situation of acceptance for social public to the PPP model, in order to attract private capital to participate in the public utilities we need to give private capital enough profit space and take good care of it. The success of the basic education of public-private partnerships requires the government to undertake specific political risk. Fourthly, evaluate the performance of the basic education of public-private partnerships. The author judges basic education’s performance by two aspects:quantity providing and quality providing of the education infrastructure. It’s particularly important for developing country and especially financially weak local governments to provide infrastructure education timely and effectively, to provide educational opportunities for more school-age children in the condition of less resource consumption. From the aspects of existing PPP basic education practice, its education quality is generally higher than the public school, which shows the importance of introducing competition mechanism in basic education system. Finally, as China already has the PPP practical and management experience, education should be grounded on improving the quality of education and service level, introduce PPP model in the basic education, build up the idea of removing privatization from PPP in basic education, emphasize PPP model’s substitution effect orientation for the supply of public service, establish and improve the supervision system of basic education quality evaluation. Based on the careful selection of partners and the implementation of pilot, and then gradually expand the development of basic education in the way of public-private partnership and promote the reform of basic education management system. Only in this way, we can make a promotion of basic education on a new level.
