Within the past30years of China reform and opening up, private education has developed rapidly,gradually from scale expansion into the content-type development. This raises a new governancerequirement for private education. But in reality, both the macro level of government administrationand micro-level of school management have emerged failure. Therefore, the introduction and thestrengthening of meso-level of sector management is the inevitable choice to meet the newrequirements and mak up for failure. However, sector management is a new research topic, the researchis still very limited, which makes it impossible to accurately grasp the management. Based on this, thisarticle will take private education sector management as a research subject.Borrowing public management theory, this paper focuses on private education association andtries to analyse the sector management from three levels of the governance body, governance meansand governance process. Paper is divided into six chapters:The first chapter mainly explain the study’s origins, purpose, significance, status, ideas andmethods. At the same time, the key words of "Sector Management" and "Private EducationAssociation" are defined.Chapter Two explains the theory of public management and the realistic basis of sectormanagement.Chapter Three and Four analyse the governance body and governance means from a staticperspective. This paper argues that the governance body is not a single entity, but a structural systemcomposed by government, private educational institutions and private educational association. In thissystem, the three have different roles. The government is the external input body, private educationalinstitution is the internal input body, while the private education association is the central executivebody. Diversified bodies make the management tools to show diversity. Government chooses to support and supervise, private education association selects services and constraints, and privateeducational institutions are focused on collaborative and selective management tools.Chapter Five analyses the sector management from a dynamic perspective. This part firstlyinterprets the partnership-type interactions between government and the association, then it explains theinterest community interactions between associations and private education institutions.Chapter Six mainly analyses the specific and real strategy to promote sector management.
